If you’re considering purchasing an electric vehicle (EV), visit San Francisco the weekend of November 23 & 24 for an Experience Electric event, where you can test drive EVs from a variety of manufacturers for free.
The test-drive weekend is part of a series of Experience Electric events put together by the Metropolitan Transportation Commission (MTC), Bay Area Air Quality Management District (BAAQMD) and Center for Sustainable Energy. The goal of the series is to spur electric vehicle adoption by offering thousands of free test drives around the Bay.
At the event, licensed drivers can test vehicles from a variety of manufacturers free of charge with no sales pressure. Participants should check in at the EV test drive area outside the main entrance of the Moscone Center.

Telephone Town Hall Nov. 12, 2015 – The Future of West County Transportation
The West Contra Costa Transportation Advisory Committee (WCCTAC) and Contra Costa Transportation Authority (CCTA) are holding a joint Telephone Town Hall Call-In Event this Thursday at 6pm to talk about the West County High-Capacity Transit Study and other transportation improvements in West County.
The West County High-Capacity Transit Study is evaluating new public transportation options and funding opportunities to expand alternatives to driving.
During the Telephone Town Hall, you’ll learn more about the Study and other planning efforts. Experts will be on the call to answer questions about West County transportation. You’ll also be asked to respond to a few quick polling questions.

Clipper Expands in Contra Costa (Nov. 2015)
The wait is over! Clipper is now accepted on County Connection, WestCAT, Wheels (LAVTA) and Tri Delta Transit buses. Here is some information to help you get started using Clipper:
How to Get a Clipper Card: If you don’t already have a Clipper card, you can order one by phone, visit ClipperCard.com, or purchase one at transit agency ticket offices and select retail stores. (Details)
31-Day Pass vs. Cash: You can use a 31-Day Pass or cash value on a Clipper card. To determine the best value for you, visit the appropriate fare page:
Clipper Discounts: Clipper offers discount cards for youths and seniors. Customers with disabilities may also receive a discount card through the Regional Transit Connection (RTC) program. (Details)
Clipper Applies Transit Agency Discounts: Each transit agency offers its own discounted fares, passes, and/or tickets for adults, youths, seniors and passengers with disabilities. When you use cash value on a Youth, Senior or RTC Clipper card, Clipper automatically applies any available discounts for which you are eligible.
Routes Which Now Accept Clipper:
- Tri Delta Transit: All fixed routes.
- County Connection: All regular and express fixed routes except routes 250 and 260 and the Alamo Creek Shuttle.
- WestCAT: All routes except the local portion of the Lynx route. If you ride a Lynx bus for a local trip, you should pay your fare in cash, or Clipper will charge you a transbay fare.
- Wheels: All fixed routes.
How to Use Clipper: Tag your card by holding it flat against the Clipper logo on the Clipper card reader, and wait for the beep and green light. If your card balance is low, the reader will beep twice and display a yellow light. You can still board the bus, but you will need to add value to your card before your next trip. If you do not have enough value on your card, the reader will beep three times and display a red light, and you will not be able to pay your fare with Clipper.
Transfers Between Bus Systems: Clipper automatically grants you one free transfer from other Wheels, County Connection, Tri Delta Transit and WestCAT routes. If you are transferring to a transit service that does not accept Clipper, you should request a paper transfer.
Day Pass: A Day Pass gives you unlimited rides on a single day: $3.75 for adults and youth, $1.75 for senior and RTC customers. The Day Pass is a regional pass good on most Tri Delta Transit, County Connection, WestCAT and Wheels routes. You get the Day Pass discount automatically – once you pay $3.75 in fares in a day on any combination of the participating transit services, your rides will be free of charge for the rest of that day. Free transfers and fares paid on WestCAT Lynx Transbay service do not apply toward a Day Pass.

Winter Spare the Air Season Has Begun (2015)
During the winter season, wood smoke is the largest source of harmful particulate pollution in the Bay Area. On a typical winter night, wood burning produces about one-third of the pollution in the air. From November 1 through the end of February, the Air District helps manage airborne pollution by calling Winter Spare the Air Alerts when the air quality is expected to be unhealthy.
Each day by early afternoon, the Air District will issue an air quality forecast for the next day. If a Winter Spare the Air Alert is called, it will be in effect the entire next day, for a full 24 hours. When an Alert is in effect, it is illegal to burn wood, manufactured fire logs, pellets, or any other solid fuels in your fireplace, woodstove or outdoor fire pit.
Residents can find information about the health effects of wood smoke, as well as detailed information about the Wood Burning Rule and how to comply with it on SpareTheAir.org’s website. You can also file a wood smoke complaint online.
Free Teen Driving Safety Program: November 4, 2015 (Danville)
If you live in or near Danville, help your teen be a safer driver by bringing them to the CHP’s Start Smart program on November 4! This two-hour driver safety class at Monte Vista High School is for new and future licensed teenage drivers and their parents. All are invited to attend!
Presented by the California Highway Patrol, Street Smarts Diablo and Monte Vista High School. The event is free but registration is requested. Click here to register.

California Passes E-Bike Law (2015)
In October, Governor Brown signed legislation into law which clarifies how electric bicycles (e-bikes) should be operated in the state of California.
The law, which takes effect January 1, creates three classes of e-bikes. Class 1 consists of pedal-assist e-bikes while Class 2 consists of e-bikes with throttles. Both classes are limited to motor-assisted speeds of 20 miles per hour and will be allowed to use the same lanes, paths & roadways as traditional (non-electric) bicycles.
Class 3 consists of pedal-assist bikes which can reach assisted speeds of up to 28 miles per hour. This class is restricted to roadways and bike lanes on roadways – they are not permitted on bike paths. Helmets for Class 3 e-bikes are mandatory and riders must be at least 16 years old to use them.
The new law is designed to ensure that e-bikes are treated like traditional bicycles instead of mopeds. As with traditional bicycles, no one riding an e-bike from any of the three classes will be required to have a driver’s license or license plate for their bicycle.

This two-hour interactive program is designed to help Contra Costa County’s senior drivers refresh their knowledge of the “rules of the road” and learn about age-related physical changes and how to adjust to them.
Included in the discussion will be the importance of preserving the ability to drive, factors to consider in extending our driving years, and health issues which might require us to limit or stop driving.
The event happens at Our Savior’s Lutheran Church (1035 Carol Lane) in Lafayette on October 27, from 9:30am to 11:30am.

October is 'Walk to School' Month (2015)
International Walk to School Day is October 7. This means that in October, cities across the US (and throughout the world) will hold Walk to School events to encourage students and their families to get to school on foot and experience the benefits and joys of walking in their community.
Some schools in Brentwood, Oakley, Concord, Pittsburg, and Walnut Creek will be teaming up with Street Smarts Diablo for Walk to School events. The events in Concord, Pittsburg and Walnut Creek will happen on October 7, while Brentwood and Oakley schools will celebrate on October 21.
With more students walking to and from school in October, motorists are reminded to drive with extra care, stay alert for children crossing the road, and be especially aware of school zone speed limits.

Contra Costa Schools Celebrating 'Walk to School Day': October 7 & 21, 2015
Walk to School Day began in the US in 1997 as a one-day event aimed at building awareness for the need for walkable communities. Now the event is part of a year-round movement for Safe Routes to School, with an annual celebration each October.
This year, 11 Contra Costa County schools in 5 cities are teaming up with Street Smarts Diablo to celebrate Walk to School Day! School events in Concord, Pittsburg and Walnut Creek will happen on October 7, while Brentwood and Oakley schools will celebrate on October 21.
Here are some great reasons to encourage students to walk to school:
- Walking builds physical fitness and instills healthy habits
- Walking reduces traffic
- Walking saves you money on gas
- Walking makes a difference in the environment
- Walking helps children connect with other students & their neighborhood

Construction: I-680 from Walnut Creek to San Ramon (Through Fall 2016)
Construction of a portion of the Bay Area Express Lanes on I-680 (between Walnut Creek and San Ramon) has begun and is scheduled to last approximately 15 months. Construction includes installation of variable message signs and overhead toll readers, concrete foundations for overhead freeway sign structures, and laying conduit and fiber optic communications cables for traffic management system communications.
The Metropolitan Transportation Commission (MTC) is scheduling construction work so that it will have minimal impacts on traffic. Construction will mainly occur at night, although there may be occasional activity on the shoulder and on arterial streets adjacent to the highway during the day to complete the communications network. Nighttime construction will typically involve closing one or two highway lanes, depending on the nature of the work.
Express Lanes are specially-designated highway lanes that offer toll-free travel for carpools, vanpools, transit, motorcycles and eligible clean air vehicles. Solo drivers also have the choice to pay a toll to use the lanes for a more reliable trip. The Express Lanes between Walnut Creek and San Ramon will have an open access configuration, similar to HOV lanes.

New BART Schedule Underway: Aims to Provide Crowding Relief (Sept. 2015)
Monday, September 14, was the first day for BART’s new train schedule, designed to provide crowding relief while the Bay waits for the Fleet of the Future to arrive. The number of cars scheduled to be in service during the rush hours will be at a record high, with additional improvements provided during non-peak hours.
Service Improvement Highlights
- Rush hour trains added to Pittsburg/Bay Point to SFO line
- Richmond to Millbrae line direct weekday service extended to 9pm
- Train cars added during rush hours to all other transbay routes
- The elimination of the three car train
- More show-up-and-go service for BART to OAK
Pittsburg/Bay Point Line
All rush hour Pittsburg/Bay Point- San Francisco International Airport (SFO) line trains, which operate end-to-end, will be lengthened to the maximum length of 10 cars. These transbay trains also serve riders transferring from the Richmond Line in Oakland.
BART will keep trains long for an additional 15 minutes during weekday mornings on the Pittsburg/Bay Point line to accommodate the increase in riders travelling later in the morning.
Richmond-Millbrae Line
Richmond-Millbrae service will be extended by one hour on weekday evenings, meaning an extra hour of direct service. The last train will depart Millbrae for Richmond at 9:01pm and Embarcadero at 9:33pm.
Richmond-Fremont Line
All three-car trains will be lengthened to four cars on the Richmond/Fremont line during all non-commute times, marking the end of the three-car train at BART.

Share Our Trail – 2015 Trail Safety Campaign
511CC is partnering with the East Bay Regional Park District (EBRPD) for a trail safety awareness campaign called Share Our Trail. The campaign is designed to increase awareness of bicycle and pedestrian safety on the mixed-use paved trails. Staff from 511CC and EBRPD will target busy sections along the Iron Horse, Contra Costa Canal and Lafayette-Moraga Trails from June through mid-September 2015.
Staff will be on the Iron Horse Trail at Love Lane, in Danville, July 15 from 7-9:30 a.m. and Saturday, July 18th from 9:30 a.m. – noon.

The 2015 Summer Youth Pass Is Back – 3 Months of Unlimited Rides
The Summer Youth Pass is back for 2015! Youths 17 and under can get 3 months of unlimited rides on Tri Delta Transit and WestCAT fixed-route buses for just $50.
WestCAT, Tri Delta Transit and 511 Contra Costa have teamed up to offer this year’s Summer Youth Pass. Passes are available to anyone 17 years of age and under for just $50 each.
The pass is in the form of a waterproof wristband and is good for 3 months of unlimited rides (June 1 through August 31) on all Tri Delta Transit fixed-route buses and all WestCAT fixed-route and express buses (including the 30Z Martinez Link)*.

Community Workshop on Transportation (June 2015)
The public is invited to a community workshop being hosted by supervisors Karen Mitchoff and Candace Andersen tomorrow, June 2, to share potential transportation safety and congestion relief projects related to the Central County Area of Benefit (Central Contra Costa County). Staff from Contra Costa Public Works will provide updates on intersection improvements, traffic calming measures, bicycle lanes and walkable shoulders.

Bike to Work Day 2015 in Contra Costa – Wrap-up & Photos
On Thursday, May 14, over 100,000 people across the Bay Area commuted by bike in celebration of Bike to Work Day! The Bay’s 400-plus energizer stations saw more than 51,000 riders stop in or ride by on their way to work. In Contra Costa, morning energizer station hosts counted over 3,585 cyclists!
Even with the threat of rain, thousands of people still grabbed their bikes for the commute to work – some for the very first time! 511 Contra Costa wants to thank all the participants for making this another successful Bike to Work Day and for helping reduce CO2 emissions!
We’d especially like to thank the hosts and all the volunteers who helped coordinate and staff the energizer stations throughout Contra Costa. By providing encouragement, snacks, mechanical assistance, and even shelter from the rain, you helped make bike commuting a reality for so many!

Bike to Work Day 2015: Celebrate After Work in Concord – 5:30-8:30pm
On Bike to Work Day, reward yourself for commuting by bicycle with an after-work street party in Concord!
The Bike to Work Day Celebration will be on Salvio Street between Grant and Mount Diablo Streets from 5:30 to 8:30pm. There will be live music, games and face painting for kids, as well as educational booths about biking and safety.
At the Celebration, County Supervisor Karen Mitchoff will deliver a countywide Bike to Work Day Resolution on behalf of the Board of Supervisors. In addition, Bike Concord will provide free bike repair and EJ Phair will generously donate 10% of food and drink proceeds when patrons mention Bike Concord or Bike East Bay.

Southbound I-680 Marina Vista Ramp Closure: May 4 – October, 2015 (Martinez)
On May 4, a closure and detour will go into effect for the southbound I-680 Marina Vista/Waterfront Rd off-ramp in Martinez. The closure will remain in effect until October 2015. Between April and October, a seismic retrofit will be performed on the Mococo Overhead Bridge and the I-680 off-ramp will be replaced.
During the closure, southbound I-680 traffic will detour to the Arthur Road interchange, exit and cross under the freeway, return to northbound I-680, and exit at Marina Vista/Waterfront Road. Marina Vista and Waterfront Road will remain open during the extended ramp closure.

Draft Walnut Creek Pedestrian Master Plan – Give Your Input! (2015)
The Draft Walnut Creek Pedestrian Master Plan is now available for public review! The City of Walnut Creek wants your feedback and will be accepting public comments – via phone, online and at meetings – through Friday, June 12, 2015.
The Pedestrian Master Plan (PMP) is Walnut Creek’s first citywide planning effort focused on making walking safer, easier and more popular. The finished PMP will:
- Outline goals, policies and actions to guide the evolution of walking in the city.
- Assess existing conditions for walking.
- Develop broad recommendations for physical improvements.
- Recommend programs and activities to promote and encourage walking.
- Formulate guidelines for the design of sidewalks, crosswalks and footpaths.
Particular attention will be paid to improving access to schools, transit, open space areas, parks and neighborhood shopping centers, as well as within the Downtown area. The planning effort relies on the public’s involvement to help shape the PMP.

2015 Summer Youth Bike Challenge
511 Contra Costa is rolling out a new youth biking program in Pleasant Hill. The Summer Youth Bike Challenge provides fun, healthy, no cost summer recreation that challenges participants to explore their hometown via bicycle.
Challenge destinations include public parks and athletic fields, the library, Farmers Market, and Downtown Pleasant Hill. The Summer Youth Bike Challenge is open to all students in grades K-12. Participants are asked to take the challenge and bike to local places by August 29.
